This weeks’ discussion we are required to answer the questions, Why are public-private partnerships important in the National Incident Management System? During medical triage, which organizations or partnerships are involved in START triage? and lastly, What are some strategies to improve inter-agency communications and coordination between local, state, and federal governments?
For the first question, “Why are public-private partnerships important in the National Incident Management System?”. Public-Private partnerships are important in the National Incident Management System because they offer logistics, preparedness, protection, response, recovery and mitigation. PPP or Private-Public Partnerships are partnered with the government and the nation to make sure that they are ready and prepared to help in case emergency or an incident strikes. Private Organizations are organizations that uses stock markets and are driven by profits an example of a Private sector is Walmart. Public organizations are government own and an example to a public organization is the Military (FEMA, n.d.).
In the second question, “During medical triage, which organizations or partnerships are involved in START triage?” The organizations or partnerships that are involved in the START Triage are the Hospitals and First Responders when they are called to the site and assess the damage and the casualties. START Triage is also known as Simple Triage and Rapid Treatment/Transport where it is the most widely used system in the USA when there is a mass casualty emergency or incidents. START Triage use 4 categories to determine the severity of the injury. Black is dead, Red is Immediate injuries that are the most priority, Yellow are injuries that are not immediate or life threatening, and Green are minor injuries and does not need medical attention immediately (Clarkson et al., 2021). The organizations or partnerships that are involved during the START Triage during a medical triage are personnel who are trained in medical emergencies and these are the paramedics, fire fighters, police officers, EMT’s and rescuers and sometimes the military especially who are medically trained such as doctors, nurses and Hospital Corpsman.
Last but not the least, “What are some strategies to improve inter-agency communications and coordination between local, state, and federal governments?” Some strategies that improve the inter-agency communications and coordination is using the Incident Command System to manage control, coordination and communications between local, state, and federal governments. During an emergency or incident in a local, state, or any federal states, they make sure that they are communicating the information to the public and that they are able to deliver preparedness, health, response and recovery instruction to the place that was strucked with the incident or emergency and to make sure that they are able to accommodate any special needs populations. The ICS should be well-manned and the staff knows their roles when an incident or emergency occurs (Department of Homeland Security, 2008)
